To: Home Owners of the PRC From: Rich and Rene’e Morgan Subject: Moorage Security Date: 8/15/2006 We are concerned about the security policy in place for the moorage. It is clear that monthly board meetings and discussions can not address the issue. We are proposing the following series of events to get us where we want to be: Phase 1: Understand the problem Phase 2: Educate and propose, become security experts Phase 3: Approve a project plan, get focused Phase 4: Implementation, get the job done Phase 5: Fine tune, training, and maintenance, keep it working The goal is to gain a majority vote and deploy solutions as soon as possible. The process: There are many concerns and it is clear that unless a significant amount of effort is expended we will not be able to agree on a series of steps that we can take. Everyone must be able to understand and accept the security solutions that we may deploy. Rene’e and I will do the research, publish the information, and coordinate the effort of integrating the security requirements and potential solutions into a well publicized and accepted community security plan. In the end it will be accepted by the board and the community and be financed by moorage income. There will be no surprises. Home owners will have the opportunity to participate in every step of the way. Once the full nature of the problem is fully understood and accepted by the home owners then we will find at least three vendor proposals for every type of security deterrent that we can agree on. Plus we will ask for a entry, average, and high end configuration from each vendor. So far there has been lots of talk and discussion on four deterrents: 1. parking lot gate at the bottom of the hill 2. security cameras and signs with video recording 3. ramp gate 4. path gate at north end of uplands If there are more we want to hear about them. The wide range of technology, quality, costs and labor to deploy solutions for all of these deterrents will be made available through written communications, on paper and on the Web (http://www.richmorgan.com/prc), through manuals, demonstrations, and graphics. Vendors and sales people will be invited to make presentations in the clubhouse with a 5 to 7 day advance notice. Motions for acceptance from the board and home owner votes will be obtained through each step of the process. We can move ahead only if we have a majority of acceptance. If a majority can not be obtained the effort on our part will stop. Our proposal for majority acceptance: The yes and no votes of the voting home owners are counted. The greater number of yes or no votes wins the home owner vote. The vote of the board always governs the final decision. But the board votes after the home owners. Hopefully they will vote in accordance with the majority of the home owners. The voting processes are published on the web site. Voting is public so we know who voted each way and who did not vote. If you are concerned about the process, please let us know. If we need to vote on the voting process or get board approval, please let us know. We want to keep this simple and straightforward. Phase 1 – Understand the Problem How wide spread and costly is our security problem? We as a community can not accept a solution unless we fully understand the issue. We have heard about a few incidents but unless we understand the full breadth and depth of the security breaches we can not propose a solution and a cost that will be acceptable to the majority. We need to understand when and what type of security breach occurred and how much damage was done in a dollar value. We can then make informed decisions on the needed type of deterrent and amount of resource we can justify on applying to the solution. So Phase 1 starts now: Please provide us with the following information. Your names and slip numbers will be held in confidence. Please provide us with real incidents. What was stolen, or damaged? When did this occur?: at night or during day light, weekend or during the week What time of the year ( past 5 years)? : ex: May 2006 What was dollar amount of the loss, plus or minus $100? Where did it occur: in the parking lot, in your home, where? Was anyone caught and prosecuted for the crime? Did you report this crime to the police? Where the police helpful? Please include other information that you feel pertains. What type of deterrent would you recommend and approve of to stop this type of crime in the future? This information will be used to compile real data, not talk nor rumors. The nature of the problem will be documented, information ( no names) will be published, and the community will be asked to either accept or reject the nature of the problem. Please provide this information to us by Friday 8/18. It will be compiled and published by 8/21. Please write your response on paper or send us an email, or leave us a voice message.
